The STEPS instrument was built at the Jet Propulsion Laboratory (JPL) with internal research funds. STEPS observations are competed before the JPL-Palomar 200-inch Time Allocation Committee. The continuing STEPS program is funded by NASA's Origins of Solar Systems.
